Setup:
Whit OpenIV or SparkIV open vehicles.img (#:\Program Files\Rockstar Games\Grand Theft Auto IV\pc\models\cdimages)
Find Feltzer.wft and replace whit new one from archive same thing with .wtd file
Save changes

Than replace Handling (#:\Program Files\Rockstar Games\Grand Theft Auto IV\common\data)
Open handling.dat find "feltzer" line and replace whit this
